Getting started with reading and making measurements is where an individual should be familiar with the basic aspects of the measurement device.
In this case, the English ruler shown in Figure 1 is navigated to 5 1/2 Inches.
The English measurement system is based on making measurements with fractions or decimals.
Based on what industry you are working for, or how your instructor has advised you to document a measurement, 5 1/2 which is documented as a fraction can also be documented as 5.5 which is a decimal.
Becoming familiar with making measurements with both fractions and decimals would be in your best interest.
